Newcastle DCP Peer Review

Newcastle City Council was in the process of preparing a draft Development Control Plan (DCP) to guide the redevelopment of the Royal Newcastle Hospital site, upon the site’s hospital use ceasing in 2006. The drafting of the DCP followed preparation of a Masterplan for the site, commissioned by Landcom.
The Council engaged Planning Workshop Australia to examine and test the draft DCP’s floorspace ratio (FSR) controls proposed for the site and the related building heights. This task was particularly necessary as the draft DCP proposed lower maximum building heights for much of the site than proposed in the Landcom Masterplan.
