Garry Fielding

Garry has over 30 years experience as a town planner at state and local government levels. Garry was previously City Planner at Maitland and Newcastle City Councils, Director of Planning at Woollahra Council and Executive Director at the NSW Department of Planning.

Garry is highly regarded in the planning community for his professionalism, expertise, and contribution to reforming the planning system. Garry has special competence in strategic and statutory planning, urban design, development assessment, and appeals and Court attendance as an expert witness in the Land and Environment Court.

• Qualifications
• Graduate Diploma in Urban and Regional Planning, University of New England
• Bachelor of Arts Degree, University of Newcastle, majoring in Urban Geography and Sociology
• Graduate Diploma in Local Government Management, Mitchell College of Advanced Education (now Charles Sturt University)

Garry has been responsible for major projects, including:

• Preparation of Part 3A Reports and State Significant Site Reports for major rezonings and development projects in Newcastle and the Far North Coast, including Kings Forest, the Dan Land, and Mirvac’s Royal Newcastle Hospital Redevelopment
• Undertaking major strategic and statutory planning roles for public sector clients, including preparation of a single strategic plan and LEP for 4 New England Region Councils and Upper Hunter Shire Council, and the preparation of a Land Use Strategy for Singleton Shire Council
• Review of Northern Territory Planning Scheme for the Northern Territory Government and peer and content review of the ACT Territory Plan for the ACT Planning and Land Authority

• Professional Appointments
• Appointed by Deputy Premier and Minister for Planning to undertake an Inquiry into Sutherland Shire Council’s implementation of its Housing Strategy
• Chair, Local Government Practitioners’ Reference Group, established by DIPNR to assist in the preparation of the Standard Provisions for Local Environmental Plans in NSW
• Chair, Development Assessment Forum - national body representative of the three tiers of government, design professionals, and development industry, responsible for developing models to harmonise development assessment systems throughout Australia
• NSW representative on the Australian Building Codes Board.
